The Ministry of Economic Development of Russia has determined the criteria for moving part of the functions of state-owned companies from Moscow to the regions. The focus of this work is now eight large holdings. We are talking about Russian Railways, Aeroflot, Russian Post, Transneft, Rosseti, Rosneft, Inter RAO and Zarubezhneft. This was announced by Finance Minister Maxim Reshetnikov at a meeting with Russian President Vladimir Putin.
According to Mr. Reshetnikov, in order for the company to move some units to the regions, two conditions must be met: the staff of 2,000 people in Moscow and the company should not belong to the defense industry. The second condition was explained by the workload of the complex, which is “objectively occupied with other tasks.”.
“We have eight major holdings in focus. In their structures 250 companies in Moscow, and the total number of jobs — 270 thousand, in Moscow. I must say that, of course, not all these jobs are associated with management, Reshetnikov said.
According to the minister, Russian Railways plans to create an innovation cluster in the Vladimir region and transfer up to 2,000 employees there. Transneft may transfer a back office with 1,000 employees to the regions. Russian Post is transferring its IT company with 3,000 employees to Tatarstan.
