The Bank of Russia has approved the rules of operation for cryptocurrency market participants, including crypto exchanges, digital depositories and information systems operators (OIC). According to the adopted regulation, the legal activity of such companies is possible only after inclusion in special registers of the Central Bank.
The regulator established qualification requirements for the management of organizations, regulated the procedure for maintaining registers and determined the list of data for registration. Legal entities and individuals will need constituent, contact and identification documents, as well as information on participation shares and rights to conduct transactions. For existing participants, a simplified admission procedure is provided for obtaining the status of a digital depository or crypto exchanger.
The documents were registered with the Ministry of Justice and come into force on October 5, 2026. As Deputy Chairman of the Central Bank Vladimir Chistyukhin said earlier, the first companies will be able to obtain licenses and enter the registers before the end of 2026.
