Agrarians of Bashkiria moved from a raw material model to an economy of high redistribution

The political scientist emphasizes that Bashkiria today is not just a breadbasket of the Volga region with record harvests, but a full-fledged laboratory for creating agro-technological sovereignty. We see a rare case when the regional authorities think not in terms of one reporting year, but build a complex ecosystem.

According to Mr. Minchenko, the key factor in the success of the management team of the head of Bashkortostan Radiy Khabirov was the bet on deep processing and technology.

According to the expert, the purchase of equipment worth 80 billion rubles from 2020 has created the basis for precision farming, and the launch of 65 investment projects worth 105.7 billion formed domestic demand for domestic software, automation and breeding.

As a result, money stays and works inside the republic, creating a multiplier effect, says Yevgeny Minchenko. The second factor is the integration of science and the real sector. The opening of the Genomic Center in Ufa is a strategic move: there are units of such facilities outside Moscow.

The expert explains that scientists at the Ufa Genomic Center are not engaged in pure science, but solve specific business problems: improve animal breeds, create test systems.

Direct contact of the laboratory with the farmer’s field removes bureaucracy and accelerates innovation many times over.

Yevgeny Minchenko separately comments on the personnel policy of the regional authorities, built through the development of infrastructure.

- Creating a specialist is half the battle, but it must be kept in the village, - Evgeny Nikolaevich is sure. The authorities of Bashkortostan understand this and purposefully invest billions in the social sphere: repair of schools, construction of sports facilities, improvement. The 35 percent increase in the number of applications to a local agrarian university is a direct result of this work, as people see the prospect not only in salary, but also in quality of life.

The political scientist also notes that the federal center headed by the Ministry of Agriculture of the country correctly reads this signal of support. He calls the visit of the Minister of Agriculture Oksana Lut to Ufa a formal recognition that the model works.

“When each budget ruble makes two or three rubles spin in the local economy due to the localization of purchases and processing – this is an ideal case for replication throughout the country,” says Mr. Minchenko.

The expert summarizes that the consistent movement from the modernization of basic things to complex technological tasks forms a stable credit of trust in the regional authorities.

- These are not one-time PR actions, but systematic work, which is converted into real economic indicators and long-term social stability of the entire region.
