Andrei Bocharov held an investment council and identified priorities
The Governor of the Volgograd region Andrey Bocharov held a meeting of the Investment Council, where they considered the interim results of existing projects and outlined the guidelines for the next investment stage.

The region maintains a steady rhythm of work in key areas: large infrastructure and sectoral projects are implemented systematically and on time. An important role is played by well-established interaction with federal structures, relevant departments, development institutions, corporations, as well as with real sector enterprises and representatives of small and medium-sized businesses.
According to the head of the region, for the first nine months of 2026, the planned investment performance targets have been met. Systematic work is underway to achieve the approved annual results. A significant proportion of projects receive comprehensive state support in various formats.
Andrey Bocharov also noted that the financial and economic bloc of the region and the authorities are already forming a draft budget for 2027 and a medium-term perspective until 2029. One of the main tasks is to increase the effectiveness of measures to support investment activity.
The Governor stressed that 2026 and 2027 will be the time to complete a number of major initiatives in industry, agriculture, transport and social spheres – these projects lay the foundation for the long-term development of not only the Volgograd region, but also the entire south of Russia.
“At the same time, the Volgograd region has begun to form plans for a new investment cycle, synchronized with the tasks and targets set by President of our country Vladimir Vladimirovich Putin,” Andrei Bocharov said. Among the tasks of the next investment cycle, the President of Russia emphasized the need to increase investment in innovative companies and projects, as well as in projects aimed at increasing the capacity of the domestic market and growing global demand.
The projected volume of investments in fixed assets in the Volgograd region by the end of 2026 will amount to 366 billion rubles, of which more than 40 billion rubles - state support. This is more than 20% of the regional budget and the second largest block of expenditures after the social sphere.
A separate area of work was the law No. 68-OD “On the development of stronghold settlements of the Volgograd region and adjacent territories”, adopted in July. It is designed to ensure the balanced development of territories by intensifying investment activities. The list has already been approved, including more than 1000 projects for reference settlements and adjacent zones.
As the head of the region noted, the basis of the new investment cycle are strategic documents: a ten-year program for the development of Volgograd as an agglomeration center, plans for the development of municipalities and sectoral modernization programs.
“We must determine the priority of the implementation of our projects, paying special attention to issues related to the development of territories, the creation of new jobs and the receipt of additional revenues by regional and local budgets,” the governor said.
At the same time, Andrei Bocharov focused on the targeting of support, clear deadlines, targets and benchmarks for each project and the personal responsibility of managers.
