On a two-day working visit to Minsk is a delegation of the Ministry of Finance of Vietnam headed by Deputy Finance Minister Cao Anh Tuan.

The program includes a series of meetings with representatives of the Ministry of Finance of Belarus. One of them has already taken place in the Ministry of Finance. First Deputy Finance Minister of Belarus Elena Pechen noted the confident dynamics of bilateral relations, which reached a new level of strategic partnership in May 2025.
“Today, in the age of online conversations, video calls, such live meetings are the highest form of respect and trust between partners. The fact that the distance between our countries is shrinking is no longer a figure of speech. Today, there is a direct flight between Belarus and Vietnam, so what once seemed far away and inaccessible to us is becoming closer and more accessible. Our relationship has made a qualitative leap. At the level of heads of state, a very high, trusting level of relations has developed. In May last year, the head of Vietnam visited us, during which a joint statement on establishing a strategic partnership was signed. And this is not a protocol wording, but a reflection of real trust. This year, a return visit of our President Alexander Lukashenko to Vietnam is planned, said the First Deputy Finance Minister of Belarus.
The legal framework of the two countries includes more than 120 documents. We have active dialogues between parliamentarians of the two countries, intergovernmental commissions are working, there is a roadmap, so the range of areas in which relations between Belarus and Vietnam are developing is large. Today, our legal framework includes more than 120 interstate, intergovernmental and interdepartmental documents. For the Ministry of Finance, of course, it is especially important that one of these documents is the Agreement on Cooperation between the Ministries of Finance of the two countries, previously signed in Minsk, said Elena Pechen.
The deepening of the dialogue with Vietnam meets the strategic interests of both countries, creating the basis for the implementation of joint projects and further strengthening of partnerships. According to the first Deputy Minister, complement this picture and human touches. For example, this summer, twenty Vietnamese children rested in the Belarusian NDC “Zubrenok”, and earlier Belarus sent humanitarian aid to flood-affected areas of Vietnam.
Deputy Finance Minister of Vietnam Cao Anh Tuan stated that the visit of the President of Belarus to Vietnam will strengthen the development of cooperation between the two countries. “I highly appreciate Belarus’ practical experience in budget management and public finances. This is a good experience for Vietnam. During this visit, we would like to get from you experience in the organization and management of finances in the public sector, as well as in the introduction of new information technologies in this area, he said.
Ambassador Extraordinary and Plenipotentiary of Vietnam to Belarus Nguyen Van Chung noted that this visit is very important for relations between the two countries and strategic partnership. “The contents that will be discussed here will be included in the road map. After all, financial issues play a key role in our relations, because they allow us to strengthen our economic cooperation, he said.
During the visit, the parties will exchange experience and discuss issues of building a budget system and inter-budgetary relations, treasury execution, reforming accounting in the public sector, as well as cooperation in the field of reinsurance.
