How much is left " to live ": consider the safety cushion of pensioners
Tula region was in the middle of the rating of Russian regions on the financial stability of pensioners

The average pension granted to non-working Tula pensioners is 25,578.2 rubles. The subsistence minimum of a pensioner in the region is 16,288 rubles, exactly as the national average. The difference between the payment and the minimum is 9,290.2 rubles: the pension is 1.6 times higher than the minimum.
Simply put, after basic expenses, the Tula pensioner has a reserve of almost nine and a half thousand rubles a month. At the same time, the subsistence minimum “eats” 64% of the average pension in the region.
The national picture is similar: in the country, the average pension is 25,839.3 rubles and exceeds the PMP by 9,551.3 rubles, that is, by 59% - 1.6 times. The Tula region is thus two percentage points below the Russian average.
Inside the Central Federal District, the distribution is ambiguous. The Lipetsk region is ahead of Tula noticeably: there the pension is above the minimum by 83%, and the minimum is the lowest in the country, 13,518 rubles. A similar picture in the Belgorod region is 88%, despite the fact that its PMP is 13,682 rubles. Ryazan region showed 73%, Tatarstan (not the Central Federal District, but for comparison) - 84%.
But Ryazan, Kaluga (66%), Voronezh (67%) and Tver (58%) are not far from the Tula indicators. Moscow region – 60%, with a minimum of 17,446 rubles. The capital was in the tail: in Moscow, the pension exceeds at least 45%, because the PMP here is high – 18,971 rubles.
The leaders of the rating in the stock of airbags are the Tyumen region, where the pension exceeds by at least 106%, and the Khanty-Mansiysk Autonomous Okrug (102%). In antilists – Chukotka: there is a gap of only 3%. The highest pensions and minimums are concentrated in the North, but expensive living eats up the advantage.
The percentage of excess is in fact an indicator of the financial “safety cushion”. The larger the gap, the easier it is to survive unforeseen expenses: medicines, repairs or the rise in price of debt-free products.
Tula pensioners, after mandatory payments for housing and communal services and the purchase of medicines, have about 9.3 thousand rubles a month for better quality food, gifts to grandchildren and small savings. But the priority of the neighbors-leaders explain: in the Lipetsk region with the cheapest minimum in the country, the gap is mechanically larger - this does not mean that it is easier to live there, the real purchasing power after all payments is important.
