In Arkhangelsk, the stage of implementation of an intelligent transport system has been completed ahead of schedule

In the Arkhangelsk telecommunications center, the acceptance of works on the implementation of ITS and the transfer of the system to commercial operation was held. The development of ITS is carried out within the framework of the national project “Infrastructure for Life”. The planned activities for this year were completed one month ahead of schedule.

According to the Governor of the Arkhangelsk region Alexander Tsybulsky, one device now controls the entire intersection, replacing several conventional cameras, and high detail shooting helps emergency services to respond to incidents faster. During the implementation of the project, which started in 2020, the number of accidents decreased by 45%.

The commission was attended by representatives of the Archtelecenter, the Ministry of Transport of the Arkhangelsk Region, the Department of Transport of the Arkhangelsk Urban District, MUP Gorsvet and the city traffic police. The operator of ITS is the Arkhangelsk Telecommunications Center.

As explained by the Director of the Archtelecenter Andrey Ermolin, in 2026, the video analytics system was equipped with nine intersections of Arkhangelsk: eight switches and 18 surveillance cameras connected to the system of video analytics and detection of accidents and emergencies were installed. In addition, four traffic lights have been modernized - at the intersection of Leningradsky Prospect with P. Usov and Revolution streets, Moscow Avenue with Strelkova Street, as well as the embankment of the Northern Dvina with Uritsky Street. Specialists replaced road controllers, installed transport detectors and integrated the complex into a single control platform.

Modern panoramic cameras are installed on city roads. Unlike the previous generation, which recorded only a narrow sector, the new devices combine a panoramic module and a rotary mechanism and cover a space of 180 °-360 °, so there are almost no blind spots. The operator can remotely control the cameras and zoom in to see car numbers or accident details. The commission members made sure that the detection zones were configured correctly, and the equipment worked without complaints.

The effect of ITS work is noted by both specialists and drivers. The installation of modern equipment at the intersection made it possible to almost completely get rid of congestion on P. Usov Street, without creating difficulties on Leningradsky Prospect. And the reconfiguration of equipment at the intersection of Uritsky Street and the Northern Dvina embankment reduced the accident rate at this site to almost zero.

Deputy Minister of Transport of the Arkhangelsk Region Dmitry Krasavtsev noted that the introduction of ITS is a significant stage in the development of the region’s infrastructure: modernized traffic lights and modern video surveillance systems significantly increase road safety and the efficiency of traffic management.

ITS implementation in the regional center has been conducted since 2020. The main attention is paid to the modernization of traffic lights and the installation of a video analytics system: this allows real-time monitoring of the traffic situation, optimizing traffic flows, increasing the safety and throughput of the road network, reducing the number of congestion and accidents. For six years in Arkhangelsk, the ITS Situational Center was created on the basis of the Architect Telecenter, more than 170 transport detectors were installed, two eco-monitoring stations and two information boards were deployed, 51 city traffic lights (more than half) were modernized, 118 cameras connected to the video detection system were installed.
