The government of the Arkhangelsk region held a working meeting of Deputy Minister of Economic Development of the Russian Federation Denis Tyupyshev and Minister of Economic Development and Industry of the region Yevgenia Shelyuk. The main topic was the introduction of a national model of target business conditions until 2030.
The national model, developed in 2025 on behalf of the President of the Russian Federation with the participation of the Ministry of Economic Development, ASI and the expert community, is aimed at systemic improvement of the business climate, leveling the conditions for entrepreneurs in all regions of the Russian Federation and bringing Russia into the top 20 world leaders in the quality of the business environment.
At the meeting, special attention was paid to three key blocks of the model: Real Estate, Engineering Networks and Business Protection. According to Yevgenia Shelyuk, these areas cover the most sensitive issues for investors – from the timing of obtaining permits to connecting to infrastructure and renting land. Achieving the targets will reduce the investment construction cycle, simplify coordination and reduce administrative barriers. Following the discussion, concrete proposals were formulated to achieve key indicators in the region.
The parties also discussed the implementation of the federal project “Labor Productivity” (as part of the national project “Effective and Competitive Economy”). The project involves 42 enterprises in the region, most of which are manufacturing companies. Since 2026, the project activities have been expanded to the social sphere, which will improve the quality and availability of services in cultural, educational, social services, health and sports institutions.
Participation in the project is free for enterprises and allows to optimize business processes, increase production, minimize costs and form a new production culture. In addition, participants have access to training in the programs “Productivity Leaders” and “Export Growth Accelerator”, financial support of the Industrial Development Fund and access to the best practices of leading enterprises of the country.
