The main criterion for the effectiveness of any model of public administration is its ability to ensure long-term stability, quickly adapt to new challenges and make tough decisions in crisis circumstances. Sergey Rachkov noted that the fundamental principles of the modern Belarusian model and our social system were formulated by the President more than three decades ago. Over the years, Belarus has emerged as a sovereign, independent power that is confidently pursuing its own path.
- The state for the people is not just a beautiful slogan, but a postulate of the Constitution, legislation and a practical requirement for the work of the entire state apparatus. It is the interests of a person, the protection of his rights, the provision of a decent life and the solution of everyday problems of citizens are the most important guidelines of public administration. Belarus consistently implements this important principle enshrined in the Sustainable Development Goals. Ensuring absolutely equal starting conditions for each citizen is the unshakable basis of our entire social policy, said Sergey Rachkov.
The parliamentarian outlined a specific tool – the strategy being implemented in our country is aimed at bridging the gap in the quality of life between the capital, large cities on the one hand and rural areas on the other. In his speech, Sergey Rachkov noted that the experience of Belarus proves that inclusiveness is not just a social charity, but a long-term investment in the stability of the state.

- The values of social justice, preservation of historical memory and traditions are broadcast through state institutions, which acts as a consolidating factor for Belarusian society. In this process, the Parliament of the Republic of Belarus plays a special role. Laws cover all spheres of life. The social orientation and evolutionary approach of recent years have allowed us to preserve civil peace and go through the difficult path of formation of the national economy without any shock therapy and shocks.
Sergey Rachkov also added that the most important vectors were strengthening the control functions of the Parliament and systematic work with the population.
