In the case of the explosion at the enterprise for the production of pyrotechnics in Kubrinsk, Yaroslavl region, district police commissioner Andrei Kurbatov was arrested, lawyer Sergey Fedorov told TASS.
“The court, at the request of the Investigative Committee, ordered the pre-trial detention. He was charged under Article 285 of the Criminal Code of the Russian Federation (abuse of official powers), Fedorov said.
The policeman pleaded not guilty. According to the lawyer, initially Kurbatov was charged with negligence (Article 293 of the Criminal Code), but the charge was reclassified for a more serious article.
The lawyer also said that a case was opened against an indefinite circle of officials about negligence. The reason was a complaint to the General Prosecutor’s Office in 2023 that a firecracker exploded during the incineration of garbage at this enterprise. In this regard, the Emergencies Ministry, Rospotrebnadzor, the police conducted inspections. On the police line, the check was carried out by Kurbatov. According to its results, he made a decision to refuse to initiate a case of an administrative offense due to the lack of signs, Fedorov explained.
He added that the enterprise had a license for all types of activities, but the place of registration and activity was indicated by the Stavropol Territory, not Kubrinsk. “The discrepancy of the address caused questions from the IC to the district,” the lawyer said. According to him, there is no causal relationship between the actions of the policeman and the fires in Kubrinsk.
Andrey Kurbatov, a police captain, has served in the authorities since 1993, became a precinct in Kubrinsk in the 2000s. He is responsible for combining 100 settlements of the Yaroslavl region.
