What social payments for Russians are provided in 2027
Pension indexation will be carried out twice, it will outpace inflation. The maximum sick leave for a month will be almost 240 thousand rubles, and the allowance for child care up to one and a half years - up to 95 thousand rubles per month
The head of the Social Fund of Russia (SFR) Sergey Chirkov presented at a meeting of the State Duma Committee on Budget and Taxes the draft budget of the Social Fund for 2027 and told about the size of social payments. RBC studied what measures of social support and to what extent the Russians will receive next year.
What will happen to pensions in 2027
Pensions will receive 43 million people. The Social Fund will switch to two-stage indexation of insurance pensions instead of the one increase envisaged today. Pensions are planned to be indexed twice: by 6.8% from February 1, and by 3.3% from April 1. For non-working pensioners, the average monthly old-age payment will increase by 2.4 thousand rubles and reach 30.2 thousand rubles. The increase will affect 37.5 million people. In annual terms, the increase will reach 28.8 thousand rubles. 879.7 billion rubles are provided for state pension provision. These funds will receive 4.6 million people, including 3.7 million recipients of social pensions, of which 1.9 million are children with disabilities and disabled since childhood.
How family support measures will change and what will be the matcapital
2.2 trillion rubles will be allocated to support families with children. The annual family payment is provided for 71.8 billion rubles - 54.4% more than payments for the first (2026) year of the new measure. Maternity capital will be used by about 1.9 million families, and its size for the second child for the first time will exceed a million rubles (1.029 million). The maximum amount of maternity benefits will exceed 1.1 million rubles. The maximum monthly allowance for child care up to one and a half years will grow from 83 thousand to 95.5 thousand rubles.
What in 2027 will be hospital and other health benefits
About 1.6 trillion rubles are pledged for temporary disability and maternity benefits, over 21 million people will receive payments; The maximum cost of a day on a sick leave will increase to 7.86 thousand rubles; The maximum amount of temporary disability allowance for a full calendar month will increase from 207.5 thousand rubles to 239 thousand rubles; More than 150 billion rubles are provided for technical means of rehabilitation for people with disabilities in the SFR budget; For sanatorium-resort treatment of beneficiaries and payment of travel to the place of treatment and back, the Social Fund will allocate 11.8 billion rubles (+ 1.2 billion rubles by 2026).
Earlier, the indexation of pensions in 2027 was stated by Finance Minister Anton Siluanov. Deputy Prime Minister Tatyana Golikova also spoke about the double indexation of pensions. “After a long break – and it began in 2019 – in 2027, we returned the budget of the Social Fund to two indexations of pensions,” she said.
