The Russian government extended until July 1, 2027 the validity of agreements on the modernization of oil refineries (refinery). This is stated in the decree of the Cabinet, the document was signed by Prime Minister Mikhail Mishustin.
Agreements on the modernization of refineries provide for the obligations of enterprises to upgrade production capacities and increase gasoline production.
The decree also clarifies the requirements for the production of gasoline. Instead of referring to environmental class 5, the document uses the wording about gasoline, the production and sale of which is allowed in Russia. Separately prescribed requirements for high-octane gasoline with an octane number of 92 and above.
In addition, the government extended until the end of 2026 the period during which the agreements can include modernization facilities commissioned from July 1, 2014. This condition applies to projects, the total initial cost of which is not less than 100 billion rubles.
In June 2026, the State Duma approved amendments to support the Russian fuel market, which provided, in particular, for the extension of the terms of agreements on the modernization of large refineries. It was about enterprises investing more than 100 billion rubles in modernization. The agreements provided for tax incentives and were designed to support the implementation of investment projects.
