The Ministry of Culture will receive the right to veto the opening of creative specialties

The government has prepared a bill that will allow the Ministry of Culture to block the opening of creative specialties in universities that do not specialize in art and culture. This was reported by Deputy Prime Minister Tatyana Golikova at a working meeting with heads of educational organizations in the field of arts in St. Petersburg, Interfax reports.

A draft law was prepared on behalf of the head of state, when the Ministry of Culture has a second key to the feasibility of opening creative areas of training and specialties in other educational organizations, not institutions in the field of culture and art. And if the Ministry of Culture will veto this, then the corresponding direction in such a university will not be opened, she said.

Now, Golikova specified, the final conclusion on the document has been formed. She expressed hope that the parliament will adopt it in the autumn session, and the law will come into force from next year.

The Deputy Prime Minister noted that the need for such a decision is long overdue and is related to the quality of training.

In November 2025, the government approved the rules for limiting the number of paid places in universities and a list of areas of training, which will be subject to such restrictions. The list includes 28 areas of bachelor’s degree and 12 specialties of specialty, including economics, management, law, journalism, advertising and public relations.

The Ministry of Education and Science explained the decision by the need to coordinate personnel training with the needs of the labor market, reduce the oversaturation of certain specialties and improve the quality of higher education.

At the same time, there is a need for new specialists in the creative industries. According to the data, which in October 2025, Deputy Prime Minister Alexander Novak, about 5.4 million people worked in this sphere - almost every 16th able-bodied resident of the country. To achieve the goal of increasing the contribution of creative industries to GDP to 6% by 2030, the industry needs to attract at least 75 thousand new specialists annually, experts of the Ministry of Economic Development noted, based on data from the SuperJob service and the Higher School of Economics.
