The Ministry of transport proposed to establish new rules for inspection of cars using mobile diagnostic lines (PDL). The relevant project is posted on the federal portal of draft normative legal acts.
Mobile diagnostic lines are mobile points for checking the technical condition of transport.
According to the draft law, the use of PDL will be allowed in regions and municipalities where the standards for providing the population with technical inspection points are not met, in places located more than 100 km from the nearest stationary point, as well as in enterprises for checking transport that does not go to public roads.
At the same time, operators will be able to conduct inspection using mobile lines only within the region where their stationary inspection point is located.
The Ministry of Transport also proposed to oblige operators to comply with the operating conditions of the equipment, including climatic ones, established by manufacturers of diagnostic lines and measuring devices.
The addresses and timetables of mobile posts will need to be coordinated with the regional authorities. Applications operators will be able to submit through the portal "State Services" or regional portals of public services. They will have five working days to consider.
Information on the agreed places and schedules of work of the POL will be entered in the electronic register. Regional authorities will have to make this information publicly available.
The new rules are planned to be introduced from March 1, 2027. The order will be valid until March 1, 2033.
In August, the Ministry of transport proposed to change the general rules for inspection of cars from March 1, 2027. According to the project, the owners of vehicles will have to pay for the operator’s services and the state duty before the inspection.
