Applicants proposed to be obliged to pay for studies before enrollment in universities
In Russia may change the rules of admission to universities on a fee basis

In Russia may change the rules of admission to universities on a fee basis. The Ministry of Education and Science proposed to make payment for the first semester a mandatory condition for enrollment, so that applicants could not simultaneously occupy several places in different universities. About it RIA Novosti reported in the press service of the Ministry.
Now the applicant has the right to conclude contracts for paid training with several universities at once, without transferring money before enrollment. As a result, one person can be listed in the lists of several universities at once, and other candidates are deprived of the opportunity to apply for occupied places.
In the Ministry of education this situation is called the problem of “virtual” competition. The introduction of mandatory prepayment, according to the department, will consolidate the final choice of the applicant and make the distribution of paid places more transparent.
It is assumed that to enroll the student will need to pay in advance for the first semester. Thus, one contract will not be enough to get a place at the university.
At the same time, the Ministry proposes to provide for the possibility of paying not only by own funds, but also at the expense of maternity capital or educational credit.
The changes are contained in the draft order published on the federal portal of draft normative legal acts. If the document is approved, the new rules will take effect from March 1, 2027.
