Chairman of the Minsk City Council of Deputies Artem Tsuran held a meeting with the reserve of management personnel of the Minsk City Executive Committee. The event was held as part of a week-long training course organized on the basis of the Minsk City Institute for Education Development (MGIRO). What was discussed at the meeting and for whom these courses are intended — in the material of the correspondent of the agency “Minsk-Novosti”.
The main topic of the dialogue was not only the delicate state administration, but also the understanding of the very essence of service for the benefit of the city. A. Tsuran dwelled in detail on the current work of the City Council, the formation of the capital budget, social priorities and strategic approaches to the reconstruction of industrial territories.
Addressing the reservists, he stressed that the path to high positions should not be spontaneous.
- A civil servant needs to be cooked. You are people who go through certain stages of professional activity. In the future, we invite you to public service. Therefore, it is very important that this stepping stone was expressed in the training of senior personnel, he said.

The central theme of the speech was the understanding of the role of the civil servant. Tsuran emphasized that the work of an official is radically different from work in any commercial organization.
The basics of public service begin with working with people. This is the most important thing, because, first of all, a person goes where he is closer to - in the district administration, in the services of housing and communal services, education, social protection. You should be aware of this, the speaker explained.
With the reservists discussed seemingly simple, but very deep topics. It was about understanding the process of civil service, where the main focus is not the extraction of profit, as in business, but power and the resulting increased responsibility to citizens.

Tsuran also stressed that the deputy corps works in constant contact with the population. Every week, deputies hold personal receptions of citizens, meet with residents, participate in the implementation of civic initiatives. Such a direct dialogue, according to the Chairman of the Minsk City Council, allows you to quickly respond to the requests of Minsk residents and keep abreast of urban problems.
Speaking about the main financial document of the capital, A. Tsuran told how the city budget is formed and what fixed funds are allocated to. The key expenditure item is the social sphere. This is the development of education, health care, culture, support for socially vulnerable categories of citizens. This approach remains a constant priority of the city authorities.

Particular attention was paid to the development of infrastructure. Tsuran noted that four new polyclinics were commissioned in Minsk over the past year. This is a significant step in increasing the availability of medical care for residents of the capital. In parallel, work is underway to open other social facilities and reconstruct existing ones.
The meeting ended with a discussion of general trends in the development of Minsk and the interaction of the authorities with enterprises and organizations. The personnel reserve received not only theoretical knowledge, but also clear guidelines of state policy in key spheres of life of the capital.

For whom are these courses: the “golden fund” of city administration
The participants of the meeting are not random people, but specialists who have already achieved success in their fields. As the Chairman of the Minsk City Council specified, the audience is a “golden fund” of city management.
- Representatives of municipal organizations at the level of deputy directors, heads of departments, or district administration, structural subdivisions of the executive committee are present at the meeting. These are specialists, deputy heads of departments, that is, those to whom we will offer serious positions tomorrow, he said.

Thus, a week-long training course on the basis of MGIRO is organized specifically for the personnel reserve of the Minsk City Executive Committee – people who have already proved themselves in professional activity and are ready for the next stage of growth. The meeting with the Chairman of the Minsk City Council became for them not only a source of theoretical knowledge, but also a practical reference point in understanding the responsibility of a civil servant.
