What approaches have been applied in improving the Code of Administrative Offences, Deputy Head of the Presidential Administration Olga Chupris told at the republican scientific and practical conference Legal Policy, Science, Practice - 2026.

The Code has been developed since 2020 on behalf of the Head of State and was adopted in 2021. The main focus was social justice. In view of this message, the administrative code was adjusted. A lot of new things have been introduced, including preventive measures to influence offenders, which should, as has happened, reduce administrative pressure and get the support of the population. After some spot changes to the code for five years, it underwent significant changes in 2026. Again, it is focused on social justice, said Olga Chupris.
According to her, innovations are positively received in society. The document balanced the interests of the state and citizens, once again stressed that Belarus is a social state. Some gaps that previously existed, in particular regarding the timing of appointment, have been eliminated. Now preventive measures are correlated with the timing of the imposition of administrative penalties.
“At the same time, individual formulations that are not currently relevant have been excluded. New ones have been introduced, about which a request was received from the society, for example, on establishing responsibility for the use of cryptocurrency and the illegal use of unmanned aerial vehicles, Olga Chupris gave examples.
She emphasized that before introducing innovations into practice, public opinion is analyzed. The issues are then widely discussed. “The trend will continue,” added Olga Chupris, noting the interest of foreign colleagues in the Belarusian experience.
