BISI, Digital Development Centre and Youth Analytical Community strengthen cooperation
Agreement on cooperation between the Belarusian Institute for Strategic Studies (BISI), the Center for Digital Development and the Public Association “Youth Analytical Research and Development”.

An agreement on cooperation between the Belarusian Institute for Strategic Studies (BISS), the Center for Digital Development and the Public Association “Youth Analytical Community” (MAS) was signed in Minsk, the correspondent of the Minsk-Novosti agency reports with reference to BISI.

The Belarusian Institute for Strategic Studies, where the document was signed on October 23, noted that it sets general principles of interaction, formats for the exchange of data and expertise, as well as mechanisms for coordinating joint initiatives. The landmark event was a logical continuation of systematic work with youth analytical staff, including during the international seminar “Summer School of Young Analyst” held in August 2026.
Director of the Belarusian Institute for Strategic Studies Andrei Kuntsevich, quoted by sb.by, said that BISI as an analytical center specializes in conducting fundamental and applied research in the field of strategic development of the state.
- We practice various forms, including project ones. And today we are talking about one of them – the youth analytical movement. For us, this is a strategic project, through the activities of which about one and a half thousand young people have passed over three years. A year ago, it was formed into a full-fledged public association, Kuntsevich explained.
He also called another important direction in the work - the involvement of young specialists in practical activities through their participation in the development of specific solutions and analytical products.
- One of them is already being developed by order of the Digital Development Center. I would like to note that our cooperation with this organization acquires a systematic basis, which today is fixed by the signing of the relevant framework agreement, the head of the BISI added.
According to him, about 10 large companies and organizations are partners of the Institute in the development of the youth analytical movement. The most ambitious youth research will be presented at the large republican forum of young analysts in Minsk in mid-November.
Chairman of the Youth Analytical Society Vladislav Kozlovsky informed that the community already consists of about 100 participants from all over the country.
- It is attended by representatives of almost all Belarusian universities and various specialties. After all, the main task of our community is the formation of analytical skills, which, within the framework of interdisciplinary interaction, open a wide horizon of opportunities for the subsequent labor implementation of children, said V. Kozlovsky.

At the meeting in BISI, representatives of the youth analytical movement presented the interim results of the study at the request of the Digital Development Center “Digital Cultural and Language Tourist Assistant”. The project reflects the desire to combine digital technologies with the tasks of preserving cultural and linguistic diversity, as well as increasing the tourist attractiveness of the country. Director of the Center for Digital Development Sergey Belikov said that the initiative is being implemented under the supervision of the Ministry of Communications and Informatization. First of all, the product is designed to aggregate information about the tourism potential of Belarus. It is expected that by the end of 2026, information about key tourist sites will be placed on the platform, and from 2027 it will work fully.
- The main purpose of the service is to give foreign tourists comprehensive information on how to plan their trip, bypassing the language barrier and cultural features, Belikov added.

During the meeting, the parties discussed promising areas of cooperation, from joint research projects and educational initiatives to pilot implementation of digital solutions.
The Belarusian Institute for Strategic Studies recalled that in September the first trilateral cooperation agreement was signed between BISS, the Agency for Digital Transformation and the NGO MAS. A youth study is currently underway with the participation of 10 young analysts.
