The budget of Nizhny Novgorod for 2027 is made according to a conservative income forecast - because of the high risks that external factors create for the urban economy. This was reported at the meeting of the city Duma by the first Deputy Director of the Department of Finance of the administration Sergey Martynov.
The calculations took into account the expected execution of the budget of 2026, changes in tax legislation, inflation, salary forecast and the dynamics of the tax base. The City Hall is ready to take new expenditure obligations only if there are sources of financing, the rest of the expenses are optimized to the minimum necessary level.
Among the major items are leasing payments and projects in housing and communal services. About 1.3 billion rubles will be spent on leasing 583 units of road vehicles for road institutions and 497 units of equipment for metro transport security. More than 1 billion rubles are earmarked for co-financing concessions, including the reconstruction of the Nizhny Novgorod aeration station, the Raspberry Range water supply station and outdoor lighting networks, as well as water supply and sanitation projects in the Yuga microdistrict and the village of Novinki. Service of municipal debt is estimated at 2.7 billion rubles. The costs of road maintenance, improvement, support of the metro and housing and communal services were calculated under existing contracts and at the budget level of 2026, without one-time expenses.
The document provides for indexation. From January 1, 2028, it is planned to take into account the increase in the remuneration of state employees subject to presidential decrees by 11.5%, including due to the increase in the minimum wage to 28,935 rubles. Utilities and children’s nutrition will be indexed by 4% – according to the expected inflation. The city will continue to finance social support measures, national projects and regional programs, while maintaining the established wage levels of certain categories of social workers.
The budget parameters are not final yet. The final balancing will be held in early November, and the project with applications will be submitted to the Gorodum no later than November 15.
