The Deputy spoke about the situation with school No29 in Orel

Deputy of the Oryol Regional Council of People's Deputies Vitaly Rybakov spoke about the situation with school No. 29 in the regional center. The parliamentarian published his comment on his personal page on the social network Vkontakte.

“Why should parents take their children to other schools for a year when school #29 is near their homes? Every morning you have to wake up students an hour and a half earlier and take children far from home, which causes a lot of inconvenience for both children and parents! The general contractor of the school disrespects people to such an extent that the deadlines for the completion of repairs have been shifted many times, and currently no one knows when the commission will take this national project facility into operation! Woe-administrator Parakhin (namely, he is responsible for an important social object) does not hear the president of our country, who categorically demands to remove the second shift from schools.

Vitaly Rybakov also noted that “according to the information that needs to be checked, the general contractor has problems with payments to subcontractors, and I have the opinion that the general contractor does not have a material and technical base, as well as a sufficient staff of construction specialists.” If this is the case, we have a familiar picture: a certain firm, somehow winning the competition as a general contractor (most recently these are mostly from Belgorod), hires local firms as subcontractors and then stops paying them. Objects “hang”, deadlines are indefinitely postponed under different pretexts. Then the contractors either disappear or declare themselves bankrupt.”.

According to the situation with the repair of school No. 29 in Orel, Vitaly Rybakov proposes the following: terminate the contract with the general contractor, conduct an independent financial and construction audit, conduct a new competition, as a result of which a new general contractor with a real material and technical base, with full-time personnel of construction specialties will enter the facility.

“MK in Orel” recalls that in August of this year, the regional authorities stated that the overhaul of the school No. 29 named after D. N. Melnikov in Orel should be completed before the end of the year. The renovation of the building began on March 3 last year. The cost of the contract is almost 140 million rubles. It was concluded with LLC "SK "Granit". It was planned to complete the repair in November 2025, then the deadlines were repeatedly shifted.
