Debts for housing are now written off instantly: new rules for recovery
Digital integration has accelerated the process to its limit. At what amount the court order will come and how to cancel it before the bailiffs arrested the card.
Since October 2026, the “digital acceleration” mode for utilities defaulters has started in Russia. Thanks to the end-to-end combination of GIS, Public Services and FSSP databases, unpaid receipts are now turning into executive documents at a record pace. Lawyer Sergey Gavryushkin explained how this system works in practice.
How much does the pressure start with? There is no strict minimum in the law. Management or resource supplying companies have the right to request a court order from a magistrate to recover a debt for light, water, overhaul or maintenance of a house, if the total amount does not exceed 500 thousand rubles.
It is important to understand that there is no automatic debiting of money. First, the Criminal Code is obliged to send the debtor a copy of the application to the court. After the decision, the judge will send a copy of the order within five days. The main rule: the debtor has exactly ten days from the date of receipt of the document to send objections and completely cancel the order. If you miss this deadline, it will come into force.
Once that happens, the order itself becomes an executive document. Real-time data goes to banks, which gives bailiffs the opportunity to almost instantly arrest the tenant’s accounts and write off the necessary amount.
If there is not enough money on the map, production will not be closed. The money will be written off as it is received until full repayment. In addition to bank accounts, bailiffs have the right to foreclose on property, withhold part of the salary or temporarily prohibit travel abroad.
