Funding for cleaning landfills in Nizhny Novgorod is planned to increase
In Nizhny Novgorod, cases of unauthorized dumping of garbage have increased

In Nizhny Novgorod, cases of unauthorized dumping of garbage have increased. Unscrupulous carriers bring in non-solid municipal waste and fill conventional containers and bunkers with it. This became known at a meeting of the standing commission of the city Duma on urban economy.
In 2026, 55 illegal landfills with a total volume of more than 3 thousand cubic meters were recorded in the city. As the acting Director of the Department of improvement of the administration Alexey Krasnov, the distribution of landfills by districts does not always reflect the real level of pollution — the number of identified addresses does not mean that it is there that the most garbage is generated.
Next year, the work on eliminating landfills is planned to continue and increase the amount of funding. At the same time, the meeting noted that in the past and this year, subsidies from the regional budget for these purposes were not allocated, which significantly reduced the volume of cleaning.
A separate problem remains the removal of non-MSW waste to conventional container sites. According to Krasnov, the lack of effective state supervision over the transportation of such waste allows unscrupulous carriers to avoid control.
To identify violators, the Ministry of Ecology introduces cameras for automatic fixation of car numbers. Next year, the agency plans to significantly increase the number of such cameras and mobile control points. However, current measures do not yet cover all cases of illegal waste disposal.
The authorities have always tried to solve the problem with landfills. In July 2015, volunteers of the public movement “AntiSWIN” cleaned the territory of the Rowing Canal and sent an open letter to Oleg Kondrashov with a request to pay attention to the problem of debris in this territory.
The actions of the head of administration were very prompt: on Monday (July 13), he instructed the head of the administration of the Nizhny Novgorod district Igor Sogin to install additional containers, and by Friday (July 17) two new containers were installed at the expense of sponsorship funds. Kondrashov said that although this area was not originally part of the responsibility of municipal cleaning services, the administration is ready to meet the residents. He also stressed that the problem of garbage “often arises not because of the lack of containers, but because of the low culture of behavior of individual citizens”, and invited activists to participate in the control and promotion of respect for the city.
