The Prosecutor General’s Office is considering the possibility of creating a regulatory framework to combat cybercrime

Every day, the internal affairs bodies receive more than three hundred reports of phone calls of fraudsters. That's 72,000 messages a year. Most citizens report that they did not succumb to fraudulent tricks. However, for law enforcement officers, these messages are very important for forming a database of digital traces, as well as for analyzing the behavior of fraudsters. This was told at a press conference in the House of Press by the head of the department of methodological and analytical support of the main department for supervision over the implementation of laws in the implementation of operational-search activities of the Prosecutor General's Office Tatiana Verpechinskis, writes sb.by.

Tatiana Verpechinskis said that the Prosecutor General’s Office initiated the creation of a unique mechanism that united law enforcement agencies, institutions of executive power, finance and communications:

- The working group considered the possibility of introducing into our practice an automated incident handling system of the National Bank, which is successfully working now. We were able not only to suspend criminal financial flows, but also to analyze and influence the behavior of fraudsters online. In March of this year, we considered the issue of joining the residents of the High Technologies Park to this automated system, since we realized that more than 20% of the funds stolen from citizens are withdrawn through cryptocurrency. The system blocks 15,000 criminal Internet resources a year.

Also, from July 1, banks and financial institutions have anti-fraud systems that are able to online analyze user behavior, identify atypical behavior. According to the results of the analysis of these data, banks have the right to block unauthorized monetary transactions.

- Our goal is to build an instant response system capable of taking online calls here and now. We want the solutions developed on the basis of operational analytics not to be delayed and adopted today, taking into account the specifics of the IT sphere, which does not tolerate slowness. We have also initiated the introduction of a list of crimes committed using information and communication technologies. This will allow us to produce statistics more uniformly, as well as to conduct better analytics on the basis of them, and will contribute to the fulfilment of our international obligations. In addition, we intend to promote our idea of creating a specialized regulatory legal act on countering cybercrime, which will include a list of responsible entities, as well as their rights and obligations and a mandatory list of preventive measures.
