About the bills considered on the first day of the fourth session of the House of Representatives of the National Assembly on September 15, and the priorities in the further work of deputies told the Chairman of the House of Representatives Igor Sergeenko, the correspondent of the agency “Minsk-Novosti”.

And. Sergeenko said that two blocks of issues were considered at the first meeting. The first included several bills that relate to the development of the agro-industrial complex of the country. These are the topics of land reclamation, animal husbandry, veterinary medicine, aquaculture (fish farming). The goal is to improve resource efficiency and the quality of the final product. The second block is devoted to international activities, ratification of concluded treaties on specific issues with Russia and Ghana.
The fourth session will also consider draft laws on military and demographic security, family policy, protection of labor rights and digitalization of the economy. According to the Chairman of the House of Representatives, the legal support of the digital ruble is of keen interest to professionals and ordinary citizens. The Standing Committees should once again elaborate on possible risks to the banking system, business and the public.
And. Sergeenko noted that it is important to form a legislative framework to achieve the goals of the Program for Social and Economic Development of Belarus for 2026-2030. For the first time, the program enshrines such a priority as strengthening the country’s defense capability and developing the defense sector of the economy.
- The deputy corps is closely monitoring and reacting to the military-political situation around Belarus, the chairman of the House of Representatives added.
Special attention is paid to the budget and tax documents for the next year. It is necessary to ensure the preservation of the social focus of the budget, the rational use of funds, a balanced approach to the optimization of tax benefits.
According to I. Sergeenko, a plan for the preparation of draft legislative acts for the next year, approved by the Head of State, is being formed. It already reflects the initiatives of deputies on the fight against corruption, on the participation of citizens in the protection of law and order, on changing the Marriage and Family Code. This is a direct result of studying law enforcement practice in constituencies, as well as analyzing foreign experience. It is necessary to continue to consistently develop this direction, based on a comprehensive assessment of incoming proposals. The principal task is to achieve the quality and complexity of legal regulation. The President’s instructions on eliminating the plurality of legal acts and ensuring the stability of legislation must be strictly implemented.
Speaking about the priorities of the upcoming work of parliamentarians, he urged to exclude the preparation of irrelevant bills, often stemming from narrow-ministerial interests. Excessive regulation, excessive administrative barriers only excite society and can cause a fair negative response.
In this regard, the commissions were instructed to carefully review the validity and significance of the proposals of state bodies included in the draft annual plan. The practice of public discussion of draft laws in districts, during field meetings and events should also continue. It is a reliable tool that identifies weaknesses and hidden risks of proposed innovations.
And. Sergeenko pointed out that the function of the House of Representatives to monitor the implementation of the final provisions of the adopted laws should be considered in the same context. Such control is carried out under 25 laws. The main analytical work here is entrusted to the head commissions. To make it more systematic will allow the promotion of the package principle. Ideally, the rule should be to prepare the necessary by-laws simultaneously with the draft law.
The importance of working in constituencies and the relevance of open dialogue with the population, explanation of the state policy in various spheres, measures to preserve peace and protect national interests were emphasized. To increase the effectiveness of interaction between the deputy corps and local authorities, the cycle of meetings of regional deputations and the leadership of the House of Representatives with the leadership and activists of the regions and Minsk will continue. It is also necessary to increase interaction with the media, including regional ones, to respond to resonant topics and counter negative information impact.
