How to punish for driving on the road on a small electric vehicle without its state registration

If the driver of a vehicle belonging to the category “moped” or “motorcycle”, but not registered, is stopped on a public road, he faces liability. It was told by the head of the Main Directorate of the Ministry of Internal Affairs Viktor Rotchenkov on the air of the TV channel STV, reports the correspondent of the agency “Minsk-Novosti”.

Owners of small electric vehicles purchased before September 2025 as means of personal mobility (SPM) and able to accelerate faster than 25 km / h, were given a year for simplified registration in the traffic police. This involved a preliminary procedure to determine whether the device was moped or motorcycle. If not (i.e., SPM), you can do nothing and operate in accordance with traffic rules. If yes, then state registration, a driver's license of the relevant category and insurance are necessary to go on a public road.

The representative of the traffic police explained how to act when stopped the driver of vehicles, which is not yet clear: it is a SPM or moped, motorcycle. In this situation, the administrative process begins, the transport is placed in a guarded parking lot, then to conduct an experiment and measure the speed. If the error is greater than 25 km/h, the device is classified as a power-driven vehicle. In this case, check the driver’s rights.

For driving without the right to drive can be fined an amount equivalent to 5-20 base values (225-900 BYN). For repeated similar violations within a year, the fine will be from 20 to 50 base values (up to 2,250 BYN), or community service or administrative arrest. Article 18.14 of the Code of Administrative Offences. In addition, for repeated driving, those who do not have the right to drive it face criminal liability under Art. 317-2 of the Criminal Code.

For drunk driving equipment related to mopeds, motorcycles, as in the case of cars, according to the Administrative Code, liability comes in the form of a large fine and deprivation of driver's license. The amount of the penalty and the term of deprivation depend on the degree of intoxication. Recurrence within a year will entail criminal liability.

The fast small electric transport that is subject to state registration can be used without it only on roads without improved coverage. At the same time, it is permissible to move along them in the daytime along the side of the road, if it is not on the roadway, not moving more than 1 m from the right edge of the road.
