How to issue a built house in the property: Rosreestr has drawn up an action plan for residents of the Murmansk region
From March 1, 2025, the principle of “built – formalized” applies in Russia. This means that the operation of a finished object, for the construction of which no permit is required, is allowed only after the right to it arises. Employees of the Federal Service for State Registration, Cadastre and Cartography in the Murmansk region reminded northerners how to properly decorate a house.
According to Eleonora Kukunova, Deputy Head of the Rosreestr Department for the Murmansk Region, a simplified registration procedure is still available for most private houses and garden buildings – the so-called suburban amnesty. The program was extended until March 1, 2031.
The country amnesty applies to residential and garden houses built on land plots with the following types of permitted use:

The registration procedure consists of several consecutive steps.
Make sure that the land plot is on cadastral registration with specified boundaries, and the type of permitted use corresponds to the type of house.
Submit an application to the administration of the municipality with an extract from the Unified State Register of Real Estate to the land plot;
Find a specialist with a valid certificate in a self-regulatory organization, or contact the branch of the public law company Roskadaster in the Murmansk region.
This can be done through a multifunctional center or on the portal of public services, which will require a confirmed account on public services and a strengthened qualified electronic signature;
For registration of property rights under the dacha amnesty, the amount of state duty is 700 rubles.
