New rules for money transfers from November 2026
The network is frightened by new restrictions for all bank transfers. Find out what will really change and whether to panic.

On the Internet, panic began again: from November 1, 2026, the rules for all bank transfers allegedly changed. We haveten to calm down and find out what really lies behind the new law No. 312-FZ.
Since November, banks, the Russian Post and the Treasury are obliged to transfer data on payment for public services to a single system (GIS GMP) in real time. The main deadline - no later than one hour after the write-off of funds. This applies to taxes, traffic police fines, state duties and other payments to the budget.
The main advantage for you and me is speed. Forget about situations when the penalty “hangs” in the database for a week, and the card is already trying to impose an arrest. Now agencies will see payment almost instantly. The government will also be able to expand the list of payments that fall under this control.
What about the transfers to a mom or a friend? This is where the myth lies. Normal transfers between individuals (P2P) do not fall under the new strict requirements. There are no additional checks, new limits or instant blockages when transferring to a relative. Banks, as before, will monitor only openly suspicious transactions under the law No. 115-FZ.
Despite the acceleration of the system, the old rule has not been canceled: always keep a check or screenshot about the payment of taxes and fines until the status in the application does not change to “Repaid”. Technical failures occur even in the fastest systems.
