Legal policy is a lively, dynamic process. This statement was made at the republican scientific-practical conference “Legal policy, science, practice – 2026”, which takes place within the framework of the VIII Autumn Scientific Session, Minister of Justice Evgeny Kovalenko.

According to the Minister, it is important to ensure the relationship between science and practice. Scientists study world experience, predict the consequences of the adoption of legal acts, try to understand how the law can respond to the challenges of time – from artificial intelligence to global environmental problems.
Science acts as an architect here. Practice is a reality on earth. There can sometimes be a gap between theory and practice. In life, legal policy is specific solutions aimed at simplifying procedures, when one application is enough instead of ten certificates, protecting rights, when the law really helps a person, and not just exists on paper, responding to crises, when the state can quickly adapt the rules of the game to changed economic conditions, Kovalenko said.
The Minister stressed that the legal policy should be forward-looking, must take into account the interests of business, citizens and the state at the same time, avoiding distortions. He compared it to a kind of bridge to how we want to live in the future:
Science gives us the tools to build this bridge, and practice tests it for strength. When these two parties work in tandem, law becomes a reliable foundation for the development of society.
For the Ministry of Justice, one of the main tasks is to ensure the quality of normative legal acts, their consistency and consistency, legal certainty and validity of the decisions laid down in them. That is why the Ministry attaches great importance to cooperation with the National Center for Legislation and Legal Information, its events, which act as an effective platform for a meaningful dialogue on topical issues.
