The regional operator is responsible for the removal of municipal solid waste from sites according to established schedules. If the site belongs to the common property of an apartment building, the management company or HOA is responsible for its proper maintenance.

If the site is not included in the common property of the MCD, the owner or authorized person is responsible, and the issues of creating and arranging the places of accumulation of MSK are resolved taking into account the powers of local self-government bodies.

Repair and replacement of containers are the responsibilities of their owner or the organization to which they are entrusted.
