Kuzbass self-employed will limit work with one customer
The innovation does not apply to direct contracts without the participation of the platform and to orders for which hourly records are not kept

From October 1, 2026, the Decree of the Government of Russia No. 760 of June 19, 2026 comes into force. It introduces a time limit on the work of self-employed with one customer through digital platforms. The document applies to sites from the preliminary list of the Ministry of Economic Development.
As specified in the Federal tax service, the innovation is necessary to prevent cases when civil law relations actually hide labor.
Systematic employment will be defined as work for one customer through a platform of 60 hours per month or more for six consecutive months. If in at least one month the performer works less than 60 hours, the countdown of the six-month period will be zeroed.
If the limit is exceeded, the platform is obliged to suspend the issuance and acceptance of orders in the pair “this customer – this contractor”. The self-employed person retains the right to take orders from other customers through the same platform.
The innovation does not apply to direct contracts without the participation of the platform and to orders for which hourly records are not kept.
Penalties for self-employed are not provided for in the document. However, if the tax office establishes that relations with the self-employed have signs of labor, the customer has tax and administrative risks - for example, the obligation to additionally charge personal income tax and insurance premiums.
