Milyaev voiced 3 proposals to support families with children - from housing to payments

The Governor of the Tula region Dmitry Milyaev voiced three proposals directly related to families and support for childbearing. All of them were announced by the head of the region on Thursday, October 15, in the framework of a visiting meeting of the expert council under the Presidential Council on the implementation of the state demographic and family policy.
During the event, the Tula Governor described support measures for families, children and their parents who are already working in the region and are popular among residents of the weapons region. Dmitry Milyaev drew attention to the fact that “the effectiveness of support measures depends not only on the amount of funding.” It is also important to take into account the degree of coherence between federal and regional mechanisms. That is why the governor called for a number of initiatives to be assessed at the Russian level
I understand that any proposals, including in the financial part, always require additional financial elaboration, so some of them will be voiced. But nevertheless, as ideas, I consider it necessary to voice, said Dmitry Milyaev.
As the first point of his proposals, the governor urged to consider the idea of federal co-financing of the engineering and transport infrastructure of the land, which is issued to large Tulaks. According to Dmitry Milyaev, now the presence of a plot for construction from the state does not always close the issue of housing for Tula families. After all, if a road is not stretched to a potential site for construction and communications are not laid, land owners cannot begin to build a house there. And if they can, it turns into a whole range of difficulties.
In this regard, I propose to provide for targeted inter-budgetary transfers for co-financing the construction of the necessary infrastructure for land plots for large families. When distributing funds, take into account the number of large families entitled to the provision of land. And the need for infrastructure. This would not only make the support measure working, but also create additional conditions for individual housing construction in the regions, Milyaev said.
The second initiative, with which the Tula governor came out, concerns the provision of a social contract to large families with disabled children without assessing per capita income. Dmitry Milyaev drew attention to the fact that families who raise children with disabilities always have additional costs associated with rehabilitation, care and other things. But now, according to the law, even if the amount of their income per month even slightly exceeds the established threshold, they will not be able to receive support measures. That is why the governor considers it necessary to get rid of the criterion of per capita income "when providing social assistance on the basis of a social contract to families where there is a disabled child.".
The third proposal concerns regional support measures. From the position of Governor Milyaev, it would be correct to exclude these amounts from the calculation of family income when appointing a single benefit. In the way the situation is now, the governor noted, there is “certain inconsistency”. On the one hand, this measure of support from the region is designed to improve the financial viability of families, but at the federal level, with federal support, these payments are taken into account when appointing and making a positive decision. Thus, additional assistance by the subject to its citizens may deprive them of the right to federal support.
"We believe that this situation reduces the effectiveness of those demographic initiatives that are being taken in the regions," the governor said.
