In the Ministry of transport explained the rules of inclusion in the Unified register of forwarders

Belarus introduces strict state control over the market of logistics services. Head of the Department for Strategic Development and International Cooperation of the Ministry of Transport and Communications Olga Mikheychik explained how the new Unified Register of Freight Forwarders, created by presidential decree No. 357, will function.
The Unified Register is a state information resource owned and operated by the Transport Inspectorate of the Ministry of Transport. The database will contain basic information about legal entities and individual entrepreneurs: name, contact details, UNP and information about employees.
The implementation of the project takes place in several stages. By April 1, 2027, the resource must be technically created. From July 1, 2027, forwarders are obliged to submit information about themselves electronically through a single portal of electronic services. However, the key deadline will be September 1, 2027: from this date, being in the register will become a mandatory licensing requirement. Without inclusion in the database, the implementation of forwarding activities will be officially prohibited.
The deregistration procedure will not be instantaneous, but will be preceded by a suspension mechanism. According to the expert, this is an extreme measure of responsibility applied for a gross violation of the law.
To be included in the register, companies must meet strict criteria: the absence of criminal records from the management of economic articles and the presence of at least two specialists in freight forwarding activities, for whom this work is the main one.
Inclusion in the register is a paid state service: the fee for primary registration is 10 basic values, and for making changes to information - 1 basic value. According to statistics, in 2025 almost 1.7 thousand organizations and about 1.9 thousand individual entrepreneurs providing such services worked in the Belarusian market. For most stable companies, the procedure will become a standard confirmation of their legal status.
