In Kherson region on the materials of the Prosecutor’s office opened a case of fraud in the implementation of the national project

The Prosecutor’s Office of the Kalanchak district of the Kherson region conducted an audit of the implementation of budget legislation in the provision of subsidies under the state program “Tourism Development”.

In the summer of 2025, the commercial organization concluded an agreement with the Ministry of Resorts and Tourism of the Kherson region on providing a single subsidy for the construction of eco-glamping in the Kalanchak municipal district. Construction work was to be completed at the end of November 2025, and the launch of the facility in December, which the business entity had to report. Under the terms of the agreement, funds worth more than 83 million rubles were transferred.

In January 2026, the organization submitted to the Ministry a fictitious report on the use of subsidies in full, as well as that the object is visited by tourists. At the same time, construction works on the construction of wooden structures of houses, a swimming pool and a restaurant have not been completed, the territory is not landscaped, and the activity, the implementation of which was guaranteed by the recipient of the subsidies within the framework of the national project, is not carried out. In fact, the funds received were transferred to the settlement accounts of other affiliated organizations, from where they were subsequently stolen. As a result, the regional budget suffered damages in the amount of over 83 million rubles.

The materials of the inspection were sent by the prosecutor's office to the investigative body to resolve the issue of criminal prosecution. Based on the results of their consideration, a criminal case was initiated under part 4 of Article 159 of the Criminal Code of the Russian Federation - fraud. The progress and results of the investigation are under the control of the prosecutor's office.
