Recall that the Council of Elders under the Minsk City Executive Committee was created in 2015 on the initiative of Alexander Gerasimenko, the first chairman of the Minsk City Executive Committee, who gave about 20 years of his life to the most difficult work in the diplomatic sphere. The Council of Elders historically includes former chairmen of the Minsk City Executive Committee, their deputies and former heads of district administrations. Today, its work is successfully led by Vladimir Belokhvostov, who at one time was responsible for the housing and communal services system of the Belarusian capital and headed the Ministry of Housing and Communal Services of the Republic of Belarus for a little less than 10 years.

Vladimir Maksimovich very positively assesses the fact of the inclusion of N. Ladutko in the public organization.

- It makes no sense to talk about Nikolai Alexandrovich for a long time, V. Belokhvostov smiles. He proved everything with his work and life long ago. It just so happened that most of the representatives of our council successfully graduated from the Belarusian Polytechnic Institute (now BNTU). And Ladutko here is no exception to the rule. And seriously, we are glad to welcome him to our ranks. Together we will think and act for the good of our home capital.

Recall that N. Ladutko a priori is the capital’s top manager. He headed the Minsk City Executive Committee for more than five years, from 2009 to 2014, first as acting, and then as chairman.

He has always devoted a lot of time and effort to social work. At various times, he was chairman of the Minsk Union of Entrepreneurs and Employers, and later chairman of the BNTU Public Council. In one interview, he stressed that a good engineering education gave him a “responsibility profession” with clear formulas and calculations that formed him as a specialist.

He also headed Motovelo for many years, during the most difficult period of its history.

At the beginning of 2026 he left for a well-deserved rest from the post of first deputy director of the unitary enterprise “Minskaya Spadchyna”, which was effectively engaged in the reconstruction of objects of the capital’s historical heritage and their improvement.

N. Ladutko is 67 years old. But according to people familiar with him, he is able to give a head start to many young people. According to V. Belokhvostov, such people, with energy, experience and positive, are needed in the council as air.
