At the end of June 2026, employees of the Rospotrebnadzor Department in the Orel region conducted a control purchase in a store in the village of Pleshcheyevo in the Orel municipal district. The store specializes in selling food for birds and animals.
During the visit, the specialists of the supervisory authority established that animal feed with expired shelf life was on sale at that time. In particular, claims arose for the sale of ready-made dry food for adult cats, which was produced in Tikhoretsk on December 22, 2025. The shelf life of the goods is six months - it expired on June 22, 2026. The inspectors visited the store just a couple of days after the specified date.
On sale were only two such packages worth 300 rubles each. The businesswoman explained that the shelf life of the feed was only two days overdue. But this was enough for the goods to be arrested, and an administrative protocol was drawn up in respect of it (Part 2 of Art. 14.43 of the Administrative Code of the Russian Federation).
The materials of the audit of the regional Rospotrebnadzor were received by the Arbitration Court of the Orel region. Servants of Themis found that the entrepreneur really violated the norms of the Law “On Protection of Consumer Rights”. As a result, the arbitration did not find grounds for recognizing the offense as insignificant. The sale of goods with an expired expiration date creates a threat of harm to life and health, so you can not replace the fine with a warning. As a result, the IP was ordered to pay a fine. Its size was 30,000 rubles.
By the way, the court decision can still be appealed.
