The history of the service began on October 29, 1952, when the Council of Ministers of the USSR adopted a resolution on the creation of an independent external guard under the bodies of the Ministry of Internal Affairs. Up to this point, all the objects of the national economy were guarded by the departments themselves, which contained a huge number of guards in their states. The new structure was supposed to centrally ensure the security of trade enterprises, institutions and industrial facilities.

As the years passed, the tasks expanded. Already in 1965, all enterprises and organizations in cities and workers' settlements were transferred under protection, and since 1969 - citizens' apartments. By the mid-1970s, the number of service in the USSR was 53 thousand people, who guarded 200 thousand objects.

Since 2016, units of non-departmental security have become part of the Federal Service of National Guard Forces of the Russian Federation - Regardie. Today, more than 1.3 million objects throughout the country are under the protection of non-departmental security, including apartments and places of storage of citizens’ property. Thousands of detention groups are on the routes every day, responding quickly to “alarm” signals and helping to ensure law and order.

On this day, employees of the service traditionally receive congratulations, and solemn meetings are held in the units, where they honor the distinguished and remember the dead comrades.
