Pensioner overpays for heating: how to return money by law
Every winter, millions of elderly people receive intimidating heating receipts and silently pay them

Myth #1. The pension card automatically gives you a discount.
That's not true. The status of a pensioner does not guarantee any benefits or subsidies. Assistance is assigned either by income level or by special status (disability, veteranship, etc.).
Myth 2. If there is a debt on the receipt, help will be refused.
Since 2022, this rule has changed. The subsidy can be refused only if there is a debt confirmed by a court decision that has entered into force, and only if the debt has been formed over the past 3 years. The usual “delay” in payment is not a reason for refusal.
Myth 3. “The benefit of overhaul automatically reduces heating fees.”.
No, it's different items of expenditure. Reimbursements for major repairs do not affect amounts for heat, water or electricity.
Mechanism 1. Income subsidy (Article 159 of the LC RF)
The most massive instrument. Assistance is required if the costs of housing and communal services exceed a set percentage of the total family income.
How it works in practice. The pensioner lives alone, receives 24 000 rubles. At the federal threshold of 22%, its comfortable limit for communal housing is 5,280 rubles. If in winter the bill comes to 8,000 rubles, the state compensates for the difference of 2,720 rubles monthly.
Mechanism 2. Compensation for status (Article 160 of the LC RF)
Targeted support for preferential categories. Federal regulations establish a 50% refund of utility costs for:
Mechanism 3. Age benefit for overhaul (Article 169 LC RF)
This applies only to non-working homeowners:
Tough conditions:
Support measures can be combined – for example, a grant and compensation for status are issued in parallel.
Basic package for grant and compensation:
Important: certificates of pensions and benefits do not need to be collected - social protection bodies receive them through the system of interdepartmental interaction.
Three convenient ways:
The subsidy is granted for 6 months. After six months, it should be reissued with current income data.
Reimbursement system. In most regions, the amount in the receipt is not reduced. You pay the full cost, and the state transfers the compensation in a separate transfer to the card next month.
Regional features. Area standards, compensation for labor veterans, and additional support measures vary widely from region to region. Always check the current conditions in the local social protection.
Right to recalculation. If your income has decreased during the subsidy period (for example, your spouse has stopped working), you can apply for recalculation early.
