Sand instead of asphalt: Penza residents are waiting for improvement after repairing utility networks on Kronstadt Street
It happens that the solution of one communal problem attracts another: repairs are carried out, the accident is eliminated, and the consequences of the work remain in sight for a long time. As a result, residents cannot fully use the sidewalks and roads, and to achieve the restoration of improvement, they have to again draw attention to the situation through social networks or appeals to departments.

At the same time, city authorities, as a rule, warn responsible organizations not to delay the restoration of order. However, the wait for improvement is often delayed.
One of these situations occurred on the street Kronstadt in Penza. In the channel “Black list of Penza” Penza drew attention to the site near the store “Pyaterochka” on the street Kronstadt, 1. According to him, after the repair of pipes, the asphalt coating here was never restored - the territory was simply covered with sand.
“When will the road in Kronstadt be paved? It has been a long time since the repair. Is it planned to improve this area? – asks the citizen.

The head of Penza, Oleg Denisov, earlier drew the attention of resource-supplying organizations to the need to timely put the sites in order after the completion of work. For example, in June 2026, during the inspection of sites after overburden work, he drew attention to the failures of wells on Ogorodnaya Street, violations of fences on Kulakov Street and Victory Avenue, as well as to construction debris, sand and pallets remaining on Lozitskaya Street after the completion of emergency work.
“It is necessary to bring the facilities in order immediately after the completion of the work, without reminders and control visits,” said Oleg Denisov.
In June, the head of the city also criticized delays in the restoration of roads after utility accidents and demanded to speed up work, including by attracting additional contractors when there is a shortage of workers.
When exactly the situation on Kronstadt street will change and the asphalt pavement will be restored, it is still unknown.
It is important that the improvement works are brought to the end, and the sites after the repair of utility networks do not remain abandoned. Perhaps the authorities should not only remind responsible organizations about the need to comply with deadlines, but also more actively apply penalties in case of non-performance.
