Why Penza residents request loans less than most Russians
Penza region was among the regions with the lowest amounts of cash loans requested.

Penza region was among the regions with the lowest amounts of cash loans requested. According to the marketplace "Finservices", for the nine months of 2026, the average amount of the application of residents of the region was only 488 thousand rubles - this is the fourth indicator from the end of the country after the Novgorod region, Orel region and Voronezh region. For comparison: in the Jewish Autonomous Region, the leader in the size of requests, the average amount reached 1.3 million rubles, in Moscow - 1.2 million, and in Russia as a whole - 714 thousand rubles. At the same time, the average amount of the request for the country for the year decreased by 7%, while Penza residents already request amounts, almost one and a half times lower than the all-Russian level.
Such caution is paradoxical against the background of income dynamics. Per capita income in the Penza region increased from 31.9 thousand rubles in the first quarter of 2023 to 51.6 thousand rubles in the first quarter of 2026 — an increase of almost 62% over three years. The average salary in April 2026 reached 72.6 thousand rubles, and by June - 79.1 thousand rubles. However, real income growth, cleared of inflation, began to fade: if in the second quarter of 2024, real incomes grew by 12.8%, then in the second quarter of 2026 - only 1.7%. Nominal figures are rising, but the purchasing power of this money is stalling – and this directly affects the willingness to take on large debt obligations.
Another reason for modest requests is the region’s relatively low leverage. Loan arrears per economically active resident of the Penza region is 378 thousand rubles, and the ratio of per capita debt and annual salary is 53.2%, which corresponds to only 50th place out of 85 regions. The share of overdue debt as of March 1, 2026 amounted to 4.26% - the 24th place in the country and significantly better than in the neighboring Saratov region (5.73%, 71st place). Penza borrowers demonstrate one of the highest disciplines in Russia, which means that residents of the region prefer not to increase the debt burden beyond measure and ask for just as much as they can serve.
The situation is aggravated by the level of interest rates. The key rate of the Central Bank in 2026 decreased nine times, falling by June to 14.25% per annum. Nevertheless, loans remain expensive: according to the Bank of Russia, consumer loan rates are falling after the key, but remain “quite high and unstable.” In such conditions, residents of the Penza region, whose real incomes are growing more slowly, take a wait-and-see attitude – they ask less and take loans only when urgently needed. An additional factor in the compression of demand was the general reduction in the average loan term in the country: in the third quarter of 2026, it fell to 27.5 months against 29.6 months in the first quarter - borrowers are trying to quickly close obligations.
Modest credit requests are not a sign of poverty, but rather an indicator of cautious financial behavior amid slowing real income growth and high rates. The region maintains a low level of delinquency and moderate debt load, which distinguishes it from many subjects of the Volga Federal District. However, the flip side of this caution is restrained consumer demand, which does not stimulate the development of retail lending and can slow economic activity. Banks operating in the region should take into account this specificity: the Penza borrower is ready to take, but only when rates become truly comfortable, and confidence in the future is stable.
