The Department of development of the territory of Lipetsk since the beginning of 2026 revealed almost 9 thousand violations within the framework of municipal control
Since the beginning of 2026, the Lipetsk Territory Development Department has identified almost 9,000 violations within the framework of municipal control. The report on the results of the department's activities was considered at the profile commission of the city parliament. It was reported to the city council.
According to the head of the department Ekaterina Bannikova, 5850 orders were issued on the facts of non-elimination of violations. The courts have heard more than 750 cases of administrative offences related to non-compliance with these regulations. The total amount of fines imposed amounted to about 9.12 million rubles, paid - more than 9.09 million rubles.
Most often, the orders concerned three categories of violations. Leading placement of inscriptions, graffiti and ads in unauthorized places – 1628 regulations. In second place is the improper restoration of the elements of improvement after excavation work — 1531. Closes the three unauthorized placement of advertising structures and information elements — 708 prescriptions.
Speaker of the city Council Eugenia Fry raised the topic of responsibility of owners for damaged graffiti property. According to her, if the drawings appear at a stop, the object is put in order at the expense of the budget and in parallel look for the perpetrators. To bona fide owners of buildings approach is different: they are obliged to paint over the inscriptions, and for non-fulfillment on time fined.
“Why should we not adopt the same approach with respect to good-faith building owners? Why should they be responsible for the illegal actions of third parties? – said Eugenia Fry.
Ekaterina Bannikova explained: initially, the owner is issued an order with a deadline to eliminate the violation. If the demand is fulfilled, an act is drawn up without imposing a fine. The speaker of the city Council noted that such a mechanism does not prevent the very possibility of the appearance of illegal inscriptions.
Deputy Mayor Vladimir Posulchenko added that all information on this issue is transferred to law enforcement agencies.
“We would also like to change the approach here a little,” he said.
