Under Tula may delay the reconstruction of Novolyubovskaya water intake for 1 billion rubles

According to the project, new artesian wells, modern reverse osmosis systems, water purification complexes and updated engineering infrastructure should appear here. The main goal of water intake modernization is to provide stable and high-quality water supply to thousands of residents of the Uzlovsky district of the Tula region. This reconstruction was supposed to ensure the functioning of water intake for decades to come.

As previously wrote “MK in Tula”, the first tender for the choice of supplier took place in July 2025. The winner was recognized as an unknown company, which pledged to perform all the work for 994 million rubles, but the winner of the auction for some reason refused to sign a contract.

Bidding had to be held again, and the winner, according to the public procurement website, was the company Ortost-Fasad from Moscow. Only the final amount of the contract increased slightly, as a result it amounted to 1 billion 38 million rubles. The contract was signed exactly one year ago – in October 2025.

From the documents of the agreement, it follows that the winner must build a station, drill two new wells, install new equipment for two more wells and install an extended precast water pipeline. The length of the water pipeline from the wells of the northern section should be more than 3 linear kilometers.

The capacity of the station on clean water should be 9 thousand cubic meters per day. Water supply from wells is 5.4 thousand cubic meters per day. All works on the construction of the station and the laying of new networks should be completed by September 1, 2027.

[What has been achieved in the past year? From the information on the public procurement website, you can find out that slightly more than 30% of all works have been completed. At the moment, 313.5 million rubles out of 1 billion rubles have been mastered. At such a pace, the reconstruction of water intake in the Uzlovsky district risks continuing for a long time.

Interesting and the winner of the auction, the Moscow company "Ortost-Fasad". The company was established in August 2006. The main profile of activity is construction work, residential and non-residential buildings. Revenue for 2025 – 428 million rubles, profit – 9 million rubles.

Since 2023, the revenue of the legal entity has decreased almost 5 times, from 1.9 billion rubles to 428 million rubles. The owners of the company are KPI LLC and Real LLC. As of September 1, there was information about arrears on taxes and fees and fines in the amount of 17 million rubles.

Currently, Ortost-Fasad LLC is a defendant in 5 lawsuits worth 134 million rubles and is a plaintiff in three courts worth 269 million rubles.

From the files of ships, you can learn that the company has repeatedly made claims regarding the quality of construction and finishing works.

In particular, in July 2026, the process between Ortost-Fasad LLC and the Department of Transport, Construction and Urban Infrastructure of the Arkhangelsk Administration was completed. The litigation was about correcting deficiencies in the guarantee for the construction of a school for 860 places in the territorial district of Varavino-Factoria of the city of Arkhangelsk.

The department required the company to eliminate the following observations within 30 calendar days from the date of entry into force of the court decision: (a) a broken roof fence; (b) a violation of the paint coating in the sports hall (storage room); (c) deformation and demolition of the upper hinge on metal fire-fighting door blocks, on which repulsive closers are installed in the number of 3 doors (main entrance, 2 pcs, entrance of school 1 pcs.); (d) defects of internal fire-fight doors in the amount of 14 pcs. The plaintiff also claimed to recover from the defendant 100 thousand rubles fine for improper performance of warranty obligations under the contract.

This claim was partially satisfied as the department dropped some of the claims. The company Ortost-Fasad LLC was obliged to replace the door blocks, as well as restore the intumescent sealing tape at the fire-fighting door blocks in the amount of 14 pcs. and a fine of 100,000 rubles was recovered from it.

In addition, currently, three lawsuits have been filed against Ortost-Fasad LLC by the GKU of GUKS JSC of the Arkhangelsk region. They refer to improper performance of obligations under previously concluded contracts.

So, as we can see, questions to the construction company have arisen more than once, and lawsuits were filed in court. Why she was chosen as a contractor for the reconstruction of the water intake in the Uzlovsk district is a big question. However, the company has almost a year to correct the shortcomings. The contract is concluded until September 2027.
