President: rental housing should become the main tool for solving the housing issue and personnel tasks

On September 22, President of Belarus Alexander Lukashenko held a meeting on the topic of prospects for housing construction and increasing the efficiency of using rental square meters, the correspondent of the Minsk-Novosti agency reports.

According to BelTA, the Head of State noted that 542,000 families are registered in the country in need of better housing conditions. He reminded us of the five-year plan. The emphasis is shifting towards rental housing, which should become the main tool for solving the housing issue and personnel tasks.

Rental housing is provided by an enterprise or authority, if provided for. This is economically justified and convenient for people, especially young specialists, the Belarusian leader said.

He also recalled the previous priorities in this area. The price of 1 square meter should not be more than one average monthly salary. Long-term construction is not allowed. And the quality of the introduced housing should allow you to move into it and live. In 2026-2030, it is planned to build 6.5 million square meters with state support, of which 5 million are rented.

Supervisory authorities point to systemic shortcomings in the planning, financing of construction and in the use of rental housing. The President dwelled on the most pressing issues. He stated that new apartments are built not under real need, but for the sake of completing the tasks. At the same time, regions sometimes complain that there is no need not only for construction, but also sources of financing. It turns out that some area does not need housing, but its construction is imposed on it.

- People were promised to build apartments in relation to jobs. This is probably the essence of rental housing, the President noted.

He pointed to positive examples of this approach. They are in Petrikov (Belaruskali), Rudensk (BNBK), Turov (Turovsky Dairy Plant), Vitebsk (Vitebsk broiler factory) and other settlements.

With the entry into force of Decree No. 344 “On subsidizing legal entities in the construction or acquisition of residential premises” On January 1, 2025, the process intensified.

- Some companies began to build separate apartments for their employees. But they are also few: 153 in 2025. What do we need to decide to make this practice more widespread? the President asked the meeting participants.

He outlined some necessary steps. We are talking about the creation of a transparent accounting system for those wishing to receive rental housing to build targeted.

- For example, a person works at MAZ, is registered, is ready to get rental housing and live there. We should see such people, this is important for us, Alexander Lukashenko said.

Another step is the construction of housing with an emphasis on small settlements in the amount necessary for the development of the regional economy. The head of state stressed that before laying any apartment building, it is necessary to determine the sources of financing. It was also noted the need for wider involvement of real sector enterprises so that they use their own and attracted resources to solve the housing issues of their employees.

- It's not just budget money. And the company should invest its money, the President added.
