When assigning child benefits can begin to check the banking operations of Kuzbass families
Russia is preparing changes to the rules for providing state support measures to families with children

If the initiative is approved, then from April 1, 2027, when assigning child benefits, not only the official income of parents, but also the movement of money on their bank accounts will be taken into account. The project, prepared by the Ministry of Labor and Social Protection of the Russian Federation, is now undergoing public discussion, which will last until November 20.
According to the proposed scheme, the annual income of the family will be compared with the total volume of transactions on all bank accounts. It is assumed that the total turnover should not exceed the official comprehensive income more than twice. If the volume of transactions turns out to be more than 200% of annual income, this may be the basis for refusing to grant child benefit.
Banks are expected to report various incomes to the Social Fund. We are talking about the official salary, bonuses, social payments, as well as the income of citizens registered as self-employed.
At the same time, the authors of the initiative propose not to include in the calculation some types of operations that do not indicate a real increase in family welfare. This list includes credit funds, tax deductions, money from the sale of personal property, as well as transfers between relatives.
Before the full launch of the new system, the authorities intend to test it. The experimental phase is scheduled from 1 January to 1 April 2027. During this period, the data on the movement of funds in the family accounts will be used only for analysis and will not affect the decision to assign payments.
If, after discussion and review, the mechanism is finally approved, from April 2027, banking operations may become one of the criteria when considering applications for benefits. This will affect those families whose turnover on accounts significantly exceeds the officially declared income.
