The refusal of users of personal mobility to hurry is the main cause of the accident. The most dangerous areas for them are pedestrian crossings, regulated and not. In autumn, with the reduction of daylight hours and the deterioration of visibility, the risk of hitting increases, so this week in Minsk the State Traffic Inspectorate conducts a preventive measure. Particular attention is paid to the observance of traffic rules by scooters and cyclists.

Scooters are often to blame themselves During peak hours, Minsk traffic police officers are on duty at the most dangerous pedestrian crossings. The goal is primarily preventive - to improve the discipline of road users, explained the Deputy head of the State Administration of Internal Affairs of the Mingorispolkom Denis Livanovich:
- During peak hours, accidents occur more often, so traffic inspectors are on duty from 16 to 19 hours. At this time, people return home from school and work. At the same time, there are more motorists, scooters and cyclists on the roads, and the risks of an accident are increasing.

According to the deputy head, this season the number of accidents with drivers of personal mobility vehicles (SPM) has increased. And this is understandable: from the beginning of autumn to the onset of winter, the situation on the roads usually worsens. It gets dark early, the weather spoils, people wear dark clothes, making them virtually invisible on the road.
In total, in Minsk this year there were 19 accidents involving SPM drivers. Most often, they were to blame for these accidents themselves, Denis Livanovich noted the trend:
- This is due to the obligation to rush before a pedestrian crossing, which is ignored. You need to hurry at all crossings, except those equipped with a special cycling light or bicycle sign. During the hour of the raid - five violators Some continue to violate traffic rules, as we personally witnessed during the raid. We go on duty from the traffic police of the Partizansky district of Minsk to one of the problem locations of the district - Gorky Park. On the way, traffic inspector Anton Shpakovsky lists classic violations:
- From common - riding on a scooter two. This requirement is mostly violated by teenagers.
- A lot of those who go on an electric scooter drunk, added state inspector Dmitry Kalenkovych. Some explained that they did not want to get drunk behind the wheel of the car, so decided to go on a scooter
For drunk driving an electric scooter, a fine of up to five basic values is provided. If it turns out that the SPM falls, for example, in the category of “moped”, it will already qualify as driving while intoxicated by a power-driven vehicle. In this case, the offender faces a significant fine and deprivation of driving licenses of all categories. And there were precedents.
Slow down by the bike path near the park. It takes a few minutes to notice the first offender. Mom and son ride a scooter together, which is forbidden. First time, a warning. The next intruder was spotted on Frunze Street. The man was in no hurry on the transition - a classic. Another slow scooter was found by us at the intersection of Pervomaiskaya and Zakharov streets. He was a 14-year-old schoolboy. In his defense, the guy explained that he was in a hurry for an English lesson to the tutor. At the same intersection stopped two more slow cyclists. A total of five violators in less than an hour of raid.
What else do inspectors pay attention to during the raid? On observance of traffic rules by children: up to 14 years old it is forbidden to use SPM on the street-road network. The exception is if the child is accompanied by an adult. They also look at the type of device. If the maximum speed and power it belongs to the category of "moped" or "motorcycle", liability depends on the presence of the offender necessary for participation in road traffic documents, insurance contract and rights of the appropriate category.
Not only inspectors monitor the order on the streets of Minsk, but also photo cameras on the roads, with the help of which they identify violators on scooters. They face not only a fine from the traffic police, but also a permanent lock in the kickshare application.
