Savings are planned to be achieved by reviewing the number of employees, centralizing accounting, reducing the cost of official transport and more rational use of state property.
One of the main measures will be the optimization of the structure and the maximum number of employees of executive authorities and municipalities. The total savings of the wage fund for 2026-2030 is estimated at 347.2 million rubles.
Of this amount, about 284.4 million rubles falls on the regional budget, another 62.7 million rubles at the municipal level. The greatest effect is planned for 2026, when costs are expected to be reduced by 105.7 million rubles.
Separately, optimization of administrative and managerial personnel of budgetary institutions is provided. For this purpose, it is planned to create centralized accounting, information and methodological and economic centers. Such structures will be able to perform common functions for several organizations at once.
The expected savings in this area is more than 1 billion rubles over five years. The specific number of posts to be reduced is not specified.
The changes will also affect service transportation. Expensive cars are planned to be replaced by more economical ones, and the use of fleets is controlled by dispatching. The possibility of providing paid transport services to third parties is also being considered.
These measures are expected to save about 40.5 million rubles. Most of the expected impact is on municipal budgets.
Another 54.7 million rubles are planned to be saved through the transfer of accounting and reporting to specialized institutions. From 2027, centralization of information systems maintenance is envisaged, which should give 6 million rubles of savings until the end of 2030.
They also intend to reduce costs by selling, leasing or preserving property that is not used to perform state and municipal tasks.
All amounts are planned indicators. The actual outcome will depend on the implementation of organizational changes.
