A number of systemic shortcomings: KGC - about violations in preparation for the heating season

He noted:

- We pay special attention to the monitoring of preparations for the heating season every year. Last year, we carried out significant work in this area and introduced a number of changes to more clearly fine-tune the monitoring systems for organizations carrying out preparations for the winter. Due to a number of system shortcomings, a certain number of objects fall out of sight of supervision, which can affect the smooth operation of systems during the heating season. In the housing stock, facts of unavailability of metering devices, systems for automatic regulation of thermal energy, as well as damage or absence of thermal insulation are constantly revealed.

Every year in August and September, the State Control Committee together with the State Energogaznadzor, the State Promnadzor and the Energy Efficiency Department conduct additional control visits. Prompt identification of problematic addresses also helps hotlines, where Belarusians can report the facts of poor-quality preparation of houses for winter. According to the results of the current autumn-winter period, the KGC will send proposals to state bodies on solving problematic issues, including improving legislation.

- We also monitor the effective use of budget funds for winter preparation, since most activities are carried out either at the expense of the budget or at the expense of the organization of housing and communal services and energy systems. We monitor all stages, from purchase to use. Particularly control procurement to avoid intermediation in the acquisition of materials, products, metering devices and automatic control systems.
