Sergey Mironov proposed to spread the experience of the Volgograd region in housing and communal services
He called for an all-Russian audit of the municipal system

In his official address to the Deputy Prime Minister of the Russian Federation Marat Khusnullin Mironov proposed to conduct an all-Russian audit of the communal system with the participation of the Accounts Chamber, the FAS and the Ministry of Construction. According to the leader of the SRs, this will allow the state to determine fair tariffs and reveal hidden reserves to reduce fees.
He cited the example of the Volgograd region, where from October 1, 2026, the fee for garbage removal for apartment buildings was reduced from 120 to 91 rubles per person. The MP called it the result of a revision of the regulation for the accumulation of municipal solid waste and an unprecedented decision for the industry.
Mironov stressed that the decision of the Volgograd authorities was a direct consequence of the audit of the service, which revealed an unreasonably high standard. According to him, after a total all-Russian audit, tariffs will be reduced by at least 20%.
The words of the leader of Fair Russia are confirmed by the real results of the region’s work. Over the past 10 years, more than 75 billion rubles from various sources have been sent to the Volgograd region housing and communal services system. This made it possible to reach a tangible result: according to the results of the heating season of 2025, the accident rate in the municipal sector of the region decreased by 40%.
Governor Andrey Bocharov emphasizes that the sphere of housing and communal services in terms of technological content and social load is one of the most difficult in the national economy. Therefore, it is necessary to solve problems in this industry on a systematic, consistent basis, which the region is engaged in.
The Volgograd region is gradually moving from emergency recovery to planned and preventive mode of work in the housing and communal services sector. Since 2014, only in the field of heat supply, facilities have been built or reconstructed in one hundred settlements, 140 km of networks in 26 municipal districts have been modernized. In 2026, new block-modular boiler houses were put into operation in the Surovikinsky district, as well as in Volgograd on the streets of Kubanskaya, Balonin, Road, Kara, Kachintsev. Construction of facilities in Gorodishche and the regional center continues. The work is carried out within the framework of the national project “Infrastructure for Life”.
