Smolensk region is transformed thanks to the national project “Infrastructure for life”
Since 2025, the national project “Infrastructure for Life” is being implemented in the Smolensk region, aimed at creating a modern housing, transport, social and communal base

Since 2025, the national project “Infrastructure for Life” has been implemented in the Smolensk region, aimed at creating a modern housing, transport, social and communal base. The focus is on 27 stronghold settlements, where most of the population of the region lives. The project is aimed at qualitative change of habitat, while according to the national development goals, by 2030 the quality of life in such areas should increase by 30%, and by 2036 – by 60%. This involves upgrading housing stock, increasing living space per person, improving utilities and expanding access to grid gas.
The list of supporting territories, formed by the Ministry of Economic Development, includes different categories of settlements. The city of Smolensk is attributed to urban agglomerations and administrative centers, Desnogorsk received the status of a strategic point, and the village of Verkhnedniprovsky became a new growth point. Another 24 settlements, including towns and villages, also serve as strongholds of the region.
In 2025, the project upgraded public areas and built new playgrounds, as well as implemented programs to create a comfortable urban environment. Special design codes have been approved in all municipalities to maintain a uniform architectural appearance. In addition, work was carried out on the construction of sports facilities, such as the table tennis center in Smolensk and GTO venues in a number of districts, as well as the repair of libraries and preschool buildings.
A significant amount of work also affected the engineering infrastructure: more than 11 kilometers of highways were repaired in various districts of the region, the heating networks of the gas boiler house were overhauled and public spaces were improved in several settlements.
Governor of the Smolensk region Vasily Anokhin said that the development of transport, municipal, digital and industrial infrastructure in the supporting territories is a priority. According to him, the integrated development of the economy, logistics and agriculture will significantly improve the quality of life of citizens and will help to curb the outflow of population to large megacities.
