Social payments: support measures will be reviewed in the Astrakhan region
In the Astrakhan region plan to change the approach to providing social assistance

In the Astrakhan region plan to change the approach to the provision of social assistance. The regional authorities intend to apply the criteria of need more widely and revise the conditions for the allocation of individual payments. The expected budget savings for 2026-2030 are estimated at 8.53 billion rubles.
This is one of the largest ways to reduce the costs of the regional treasury. For 2026, a budget effect of 1.78 billion rubles is provided, for 2027, 3.13 billion. In the next three years, annual savings are estimated at about 1.21 billion rubles.
The main change relates to the transition to a more targeted allocation of funds. The authorities plan to audit the existing social support measures, study the mechanisms for their provision and change the conditions for the appointment of individual payments, taking into account the financial situation of recipients.
This is not about abolishing all existing benefits, but about reviewing specific support measures. Which categories of citizens will be affected by the changes is not yet specified. To implement the new rules, amendments to regional legislation are envisaged.
A separate direction is related to checking the right to receive social assistance. The authorities intend to expand the electronic exchange of information about the income and property of citizens. This will allow you to use information that is already available in the state information systems.
By improving such inspections, the region expects to save another 202.4 million rubles over five years. In 2026, the expected effect is 17.1 million rubles, and from 2028, the annual savings should approach 49.8 million rubles.
The Ministry of Social Development and Labor, the Ministry of Education and Science of the Astrakhan region, as well as local self-government bodies are responsible for reviewing the system.
At the same time, a specific list of payments, the terms of appointment of which will change, and new criteria for need have not yet been determined. These issues should be settled by separate legal decisions.
