Subsidy for housing and communal services in the Ulyanovsk region in 2026: who is entitled to compensation and how to issue through “State Services”
Residents of the Ulyanovsk region, who spend a significant part of the family budget to pay for housing and communal services, can count on state support

Residents of the Ulyanovsk region, who spend a significant part of the family budget to pay for housing and communal services, can count on state support. The subsidy allows you to compensate for part of the costs of utility services, if they exceed the share of income established in the region. The amount of payment is determined individually, and it can be issued through the portal "State Services".
The right to compensation depends primarily on the ratio of family income to housing costs. In Russia, there is a federal standard, according to which the maximum allowable share of utility costs is 22% of total family income.
At the same time, regional authorities can set more favorable conditions. For example, in Moscow, the corresponding figure was reduced to 10%. Therefore, when designing assistance, it is necessary to take into account the standards operating directly in the subject of the Russian Federation.
As explained by the Chairman of the State Duma Commission on ensuring the housing rights of citizens Dmitry Svishchev, not only owners of apartments and houses can claim a subsidy. This possibility is also provided for citizens living under social employment contracts, participants of housing cooperatives and tenants of private housing.
To receive payment, it is necessary to meet the established requirements. In particular, the applicant must have Russian citizenship and permanent registration. In addition, the availability of debt for utilities is taken into account.
However, a few months of unpaid receipts do not automatically mean denial of assistance. The basis for restricting the right to a subsidy may be an outstanding debt, confirmed by a court act that has entered into legal force and formed for a period not exceeding the last three years.
The amount of state support is calculated separately for each applicant. When determining the amount of payment, specialists take into account the total income of the family, regional standards for the cost of housing and communal services and other indicators provided for by law.
Thus, even with the same utility payments, the amount of compensation for different families may differ. The total amount is affected by the financial situation of the applicants, family composition and standards established at the place of residence.
You can apply for a subsidy in electronic form through the portal "State Services". This allows you to issue an appeal without a mandatory personal visit to the department.
